1. EU-Level
DSA Preliminary Breach Ruling Against Meta (10 July 2026): The European Commission issued preliminary findings that Meta breached the Digital Services Act regarding Instagram and Facebook. The investigation focused on “addictive design” features, such as, infinite scroll, push notifications and personalised recommender systems, that fail to mitigate risks to mental and physical well-being, particularly for minors.
Action Plan for AI in Cybersecurity (7 July 2026): The European Commission presented a targeted Action Plan to address cybersecurity risks posed by advanced AI models. The plan coordinates EU-level responses to AI-automated cyberattacks and vulnerability exploitation, leveraging both the EU AI Act and cybersecurity frameworks.
Digital Euro Progress in Plenary (9 July 2026): The EP Plenary confirmed the mandate to proceed to interinstitutional negotiations (trilogues) on the Digital Euro framework, aiming to establish a secure EU digital payment mechanism to reduce dependency on non-EU payment service providers.

CJEU Referral for NIS2 Non-Transposition (8 July 2026): The European Commission referred Ireland (alongside France, Spain and the Netherlands) to the Court of Justice of the EU for failing to fully transpose the NIS2 Cybersecurity Directive into national law past the deadline.
Irish Presidency Strategic Launch in Plenary (7 July 2026): An Taoiseach Micheál Martin formally presented Ireland’s EU Council Presidency priorities to the EP Plenary under the banner “Strength with Unity”, prioritising digital competitiveness, economic security and EU value alignment.
